9月23日至25日，中國民航大學舉辦建校65周年校友返校系列活動。9月24日上午，“聚力民航改革與創新發展”論談在學術交流中心第十會議室舉行。民航局及地區管理局、局屬事業單位領導，部分航空公司、機場及其他單位高層代表，老校友代表及中國民航大學主要領導出席。中國民航大學部分在校學生參與此次論壇活動。

六位主講嘉賓結合各自工作和研究領域，分別從空港跨越發展、綠色機場建設與管理、京津冀民航協同發展、綜合運輸體系構建、民航維修業發展、航空器全球追蹤與安全監控技術等方面，展示了他們的研究成果、分享了他們對問題的思考、探討了相關領域的前沿動態。

南京祿口國際機場有限公司總經理張有富演講。他結合機場實踐，介紹了南京空港跨越發展的理念，把握住規劃、安全、服務、效益四個關鍵。

中國民航大學機場規劃研究所所長王志強以“綠色機場建設與管理”為主題，以仁川機場為例，對比日本、歐美發達國家、世界發展中國家等，深刻探討了國內城市化發展、都市圈建設對機場布局發展的影響。同時，他提出目前數據監測與追蹤系統技術研發上仍存在不足，表達了加強機場規劃建設從理論構想到實踐的愿景。

中國民用航空華北地區管理局副局長何鳴寒作主題為“京津冀民航協同發展”的演講。從頂層設計、交通一體化規劃、京津冀民航協同發展組織機構保障等方面系統闡述了京津冀民航協同發展的現狀。最后指出目前存在的問題，并針對現狀提出了發展改革目標和任務。

中國民航大學經濟與管理學院教授彭語冰的演講主題是“從供給側改革角度看綜合運輸體系構建”。她認為綜合運輸體系構建重點在于加強綜合運輸結構優化，加強綜合樞紐建設，提高運行服務質量3個方面。要解決結構優化問題，需要頂層設計的支持；綜合交通樞紐建設的關鍵在體制機制的建設；要提高運輸服務質量，則需踐行發展為了人民的理念，從而能實現技術創新和管理優化。

中國南方航空股份有限公司沈陽飛機維修基地總經理趙寶林演講主題是“創新是民航維修業發展的源動力”。他從基本概況、5個特點、發展趨勢等向到場嘉賓介紹了民航維修業的基本情況。以沈陽飛機維修基地創新發展之路的實踐有力地說明了創新對于民航維修業發展至關重要的作用。

中國民航大學電子信息與自動化學院院長韓萍作主題為“航空器全球追蹤與安全監控技術展望”的演講。介紹了國際航空器全球追蹤與安全監控技術現狀，闡述了國內動態和工作進展，展望航班追蹤監控技術，提出以北斗為基礎，數據為核心，持續提升我國民航運行安全水平。

中國民用航空總局原副局長楊國慶，中國民用航空局空中交通管理局黨委書記高毅，中國航空集團公司總經理蔡劍江，華彬航空集團副總裁兼總設計師邵龍，天津濱海國際機場副總經理徐煥然，中國航油集團津京管道運輸有限責任公司黨委書記李季清，中國人民外交學會理事陳邦可，老校友代表、原民航油料總公司總裁郭永年，中國民航大學校長董健康等出席會議。

在嘉賓訪談環節，中國民用航空華東地區管理局黨委書記姜春水對長三角地區多機場系統協同發展的戰略思考和重大舉措做出回答。認為政府應做改革推動者和主導者，各地區應結合自身特色、準確定位發展路線。民航局空管局黨委書記高毅解答了空管改革面臨的主要難題。他表示空管改革需要激發自身活力、提高發展能力、刺激外在活力，具體在提升總體資源保證能力、提升服務品質、深化體制機制改革、配合國家體系改革、增強通用航空服務能力、加強人擦培養6大方面深化改革。中國民用航空發動機適航審定中心主任徐超群提出發展適航審定需要注重整體工業發展水平，從有沒有、能不能、強不強3方面解答我國適航審定系統發展的著力點。最后，他告誡在校學生，學習需要模仿，但不能依靠，更需培養創新能力。

    September 23^th to 25^th, Civil Aviation University of China has been hosting home-coming day to celebrate the 65^th Anniversary of the Founding. On the forenoon of 24^th September, the forum of Civil Aviation Reform and Innovative Development has been hosted in 10^th conference room of the academic exchange center. The leaders of CAAC, local administration and public institutions as well as representatives from airlines, airports and other units attended the forum. The representatives of old alumni and main leaders of the university attended the meeting as well. Also, some students in school participated in this activity.

    Mr. Yu Jian, the deputy Party secretary of the university, hosted the meeting.

Mr. Dong Jiankang, the president of the university, made a speech for the forum and sent warm welcome to the leaders and guests present.

    Six main speakers showed their research findings and shared their thinking about questions in the aspects of the leapfrog development of airports, the construction and management of green airports, the collaborative development of the civil aviation of Beijing-Tianjing-Hebei, the establishment of integrated transport system, the development of civil aviation maintenance industry, the global tracking of aircraft and the safety monitoring technology. They also made a discussion about the trends in these aspects.

    Mr. Zhang Youfu, the general manager of Nanjing Lukou International Airport Co.,Ltd, made a speech of his experience in the airport. He introduced the concept of Nanjing airports’ leapfrog development and the four key aspect: Planning, security, service and benefit.

   Mr. Wang Zhiqiang, the director of Civil Aviation University of China’s Institution of Airport Planing, made a in-depth discussion about the influence of urbanization and metropolitan on the layout of the airport using“The construction and management of green airport”as the theme.  During the discussion, he took Incheon Airport as an example and made comparisons to those in Japan, Europe, U.S and other developing countries. At the meantime, he pointed out that there were still some inadequacies existing in terms of data monitoring and tracking system technology. He also expressed his desire to make the airport’s planning and construction turned into practice from the theory.

   Mr. He Minghan, the vice director of CAAC North China Regional Administration, made a speech on the subject of “The collaborative development of the civil aviation of Beijing-Tianjing-Hebei”. He systematically set forth the current situation of the civil aviation development in Beijing-Tianjing-Hebei in aspects of the top-level design, the planning of transportation integration and the guarantee of the institutions of civil aviation collaborative development. Then, he indicated the current problems. Finally, he proposed the goals of the development and the missions of the reform against these problems.

    Professor Peng Yubing from the school of Economics and Management of Civil Aviation University of China attended the forum and her topic is “ The construction of comprehensive transportation system from the perspective of structural reform of supply-front”. She believed that the construction of comprehensive transportation system should focus on reinforcing the optimization of the structure, the establishment of the integrated hub and the quality of operating service. The optimization of the structure needed the support of top-level design and the key part of comprehensive transportation hub is the construction of mechanisms. Besides, the enhancement of the service quality required the development and practice on the purpose of the public in order to optimize the management and to innovate the technology.

    The speech topic of Mr. Zhao Baolin, the general manager of Shen Yang Aircraft Maintenance Base of China Southern Airlines, is “The development source of civil aviation maintenance industry is innovation”. He introduced the overview, the five features and the development trends of civil aviation maintenance industry to the guests. He strongly proved the significance of innovation in the industry by using Shen Yang Aircraft Maintenance Base as a example.

    The dean of the school of Electronic information and Automation, Mr. Han Ping from the university made a speech named “The outlook of the aircraft global tracking and security monitoring technology”. She introduced the current situation of them and described the domestic trends and the work in progress. She put forward the idea which was to set Beidou as the base and data as the core so as to increase the security level of our civil aviation.

    Mr. Yang Guoqing, the former vice director of CAAC; Mr. Gao Yi, the Party secretary of ATMB; Mr. Cai Jianjiang, the general manager of Air China; Mr. Shao Long, the vice president and chief designer of Reignwood Group; Mr. Xu Huanxin, the vice general manager of  Tian Jing Bin Hai International Airport; Mr. Li Jiqing, the Party secretary of China Aviation Oil Group Jinjing Pipeline Transportation Co., Ltd; Mr. Chen Bangke, the director of Chinese People’s Institution of Foreign Affairs; Mr. Guo Yongnian, former chairman of Civil Aviation Fuel; Mr. Dong Jiankang, the president of the university and representatives of old alumni attended the meeting.

    In the Q&A session, Mr. Jiang Chunshui, the Party secretary of CAAC North China Regional Administration answered the questions about the strategic thinking and important measures of the collaborative development of airport system in Yangtze River Delta region. He thought that government should be the agents and the leaders of the reform. And regions shall be orientated with the correct development route by understanding their own features. Mr. Gao Yi, the Party secretary of ATMB solved the major difficulties that air traffic management reform was facing. He believed that air traffic management reform needed to stimulate its own vitality, enhance development capacity and stimulate external energy. Specifically saying is that it shall improve the reform in 6 aspects:Enhancing the overall capability of resource guarantee; Improving the quality of service; Deepening the institutional reform; Cooperating with the reform of national system; Increasing general capability of aviation service and reinforcing talent fostering. Mr. Xu Chaoqun, the director of Engine Certification Center of CAAC, pointed out that the development of engine certification relied on the industry’s overall development level. She described the exerting-point of developing certification system through three aspects: existence, capability and solidity. At last, he warned the students that leaning may needs to simulate but shall never be relied on copying. It is very critical for students to cultivate the ability to innovate.
